RSI Company Profile

Reserve Studies Inc. was established in 1991, when its founders recognized that a combination of three essential skills were necessary to develop a reliable reserve study. These skills - field inspection, cost estimating, and financial analysis, when performed by RSI's professionally trained staff, result in a comprehensive report that portrays the current physical and financial conditions, and the future needs of a property. RSI has the reputation of providing a quality product and for exceeding its client’s expectations.

RSI's Principals

Scott Clements, CPI

Scott Clements is Chief Operating Officer of Reserve Studies Inc. Mr. Clements has a long and distinguished career in building inspection and analysis. He has personally performed thousands of inspections, including services for reserve funding analysis, property purchase, construction defect, and cost estimation. He is the former Director of Technical Training and Support for the nation's largest home inspection franchiser, AmeriSpec Inc. He has multiple certifications in residential and commercial inspection.

Prior to affiliating with RSI, Mr. Clements was Vice President of Inspectech Corporation, the West Coast’s largest property inspection company, with over 100 inspectors in 5 states. A five-year career in senior management included an increasing level of responsibilities; he developed the property inspector training, education and certification curriculums, and continued to direct product offerings and quality control programs. He developed and managed the companies Risk Management Department, and managed in-house and out-sourced legal services. He directed the Sales & Marketing Departments, and served as Regional Manager for the Northwest Region, where he supervised all company operations.

Additional management experience includes two non-consecutive terms as President of the California Real Estate Inspection Association. The elected position, from a peer group of over 700 members, includes over-site of the executive management staff, representing the association in legislative, media, public and member relations, and presiding over the Board of Directors.

Les Weinberg, MBA, RS

Les Weinberg is RSI's Chief Financial Officer. Mr. Weinberg has over 25 years experience in budgeting, financial modeling, taxation and audits. He obtained his Masters of Business Administration (MBA) degree from Loyola Marymount University and a Bachelors degree in Accounting from California State University at Northridge. In addition he has been awarded the Community Associations Institute (CAI) National designation of Reserve Specialist (RS).

Mr. Weinberg supervises the financial analysis aspects of the Reserve Studies and the internal operations of RSI. Previous experience includes Real Estate Sales as well as Controller for a major California real estate developer. He continues to be actively involved with the Los Angeles chapter of CAI, where he formerly served as Secretary. Mr. Weinberg is also frequently called upon for expert testimony in Reserve Study matters.
